Refugee Protection & Legal Aid
Providing accessible legal aid, protection services, rights awareness, documentation support, and referral pathways for refugees and vulnerable communities, while promoting access to justice, human rights, safety, and dignity.

Project Objectives
1. Provide accessible legal aid and legal
counselling to refugees and vulnerable individuals.
2. Strengthen refugees’ awareness of their rights,
responsibilities, and available legal remedies.
3. Support access to documentation, justice
mechanisms, and appropriate protection services.
4. Provide safe and confidential referral pathways
for individuals facing protection risks and human rights violations.
5. Strengthen
community-based protection and promote dignity, safety, and access to justice.
6. Strengthen access to Housing, Land and Property (HLP) rights
through legal counselling, documentation support, dispute resolution, and
appropriate referral pathways.
Key Activities
1. Legal
counselling, advice, and case assessment for refugees and vulnerable
individuals.
2. Legal awareness sessions on refugee rights, human rights, and access to
justice.
3. Assistance with documentation and referrals to relevant legal, protection, and
government services.
4. Case management
and referral support for individuals facing protection risks and human rights
violations.
5. Community legal outreach, advocacy, and capacity-building activities.
6. Coordination with legal aid providers, humanitarian actors, refugee-led
organizations, and relevant authorities.
7. Provide Housing, Land and Property (HLP) legal assistance,
including counselling on tenancy, housing, land and 8. property rights, dispute
resolution, documentation, and referral to appropriate legal and administrative
mechanisms.
Target Groups
1. Refugees and asylum seekers requiring legal and protection assistance.
2. Survivors and persons at risk of human rights violations, violence, exploitation, or abuse.
3. Refugees facing Housing, Land and Property (HLP), tenancy, housing, or documentation challenges.
4. Women, children, youth, older persons, and persons with disabilities facing heightened protection risks.
5. Refugee-led and community-based organizations requiring legal awareness and protection
capacity-building.
6. Vulnerable members of host communities requiring appropriate legal and protection support.
Expected Results
1. Improved access to quality legal aid,
protection services, and justice mechanisms for refugees and vulnerable communities.
2. Increased awareness of refugee rights, human rights, legal remedies, and available protection services.
3. Improved access to documentation, case management, and safe referral pathways.
4. Strengthened access to Housing, Land and Property (HLP) rights and improved resolution of housing, tenancy, land, and property-related disputes.
5. Enhanced protection of women, children, youth, persons with disabilities, and other individuals facing heightened protection risks.
6. Stronger community-based protection mechanisms and coordination with legal, humanitarian, and relevant government actors.
Geographic Focus
1. Kampala and the Greater Kampala Metropolitan
Area, with a focus on refugee-hosting urban communities.
2. Refugee settlements and host communities across
Uganda based on identified protection and legal assistance needs.
3. Northern Uganda and other areas hosting
vulnerable refugee populations, subject to program priorities, partnerships,
and operational capacity.
4. The program may be expanded to additional locations based on
protection assessments, community needs, available resources, and partnerships
with relevant authorities and humanitarian actors.
